ARTICLE I
Membership
SECTION 1.
The Association will affiliate with and maintain membership with the
National Skeet Shooting Association
SECTION 2.
The membership of this Association shall be unlimited but restricted to
residents of the State of Ohio upon application to the Treasurer of the
Association and payment of dues. Dues of the Association shall be
in such amount as the Board of Directors may from time to time
direct.
SECTION 3.
Any person applying for membership in this Association thereby agrees
to be bound by the Constitution, By-Laws and Rules and Regulations of
this Association and of the National Skeet Shooting Association.
ARTICLE II
Officers
SECTION 1.
A President, Vice-President, Recording Secretary, and Treasurer shall
be elected by popular vote of the members of the Association present at
the Annual Membership Meeting held during the Associations annual
Championships, and shall serve a term that coincides with the N.S.S.A.
skeet year.
ARTICLE III
Governing Body
SECTION 1.
The governing body of this Association shall be the Board of Directors.
SECTION 2.
A majority of the Board of Directors must be present at any meeting to
constitute a quorum of the Board of Director.
SECTION 3
The duties of the Board of Directors shall be to carry out the purposes
of the Association in accordance with its By-Laws. The Board
shall meet from time to time, upon at least five (5) days written
advance notice. as it may deem necessary. The Recording Secretary
shall call special meetings by the order of the President or upon
written request of three (3) members of the Board. The Board my
prescribe rules for its own regulation, for its government of the
Association and shall define the duties and powers of its committees,
which committees it may appoint at such time and in such manner as the
Board may deem necessary.
Note: The Board may exercise any of the powers or take any action
under the Constitution or the By-Laws adopted in accordance therewith,
with the consent of the majority of the Directors, which consent may be
expressed at a meeting of the Board or without a meeting by a vote or
resolution or by an instrument or separate instruments in writing
signed by a majority of the Directors.
SECTION 4.
The Board of Directors shall consist of and be composed as
follows: President, Vice-President, Recording Secretary,
Treasurer, immediate Past President, 4 Zone Directors, National Skeet
Shooting Association Directors representing the State of Ohio, and up
to (3) Members-at-Large may also be included at the option of the
current OSSA Board.
Each member of the Board of Directors shall be annually elected at the
regular annual meeting of the membership of the association for a term
of one year with the following exception. Upon election of the new
President at the annual meeting of the membership, the retiring
President becomes the immediate Past President. The NSSA
Directors representing Ohio are elected in accordance with NSSA
rules. The optional Members-at-Large, may be elected by the newly
elected Board of Directors at any meeting. The Board of Directors
may add Members-at-Large as they determine necessary until maximum of 3
have been elected. Members-at-Large shall serve only during the
tenure of the OSSA Board electing them.
Chief Referee for OSSA shall be appointed by the OSSA President.
Each of the 4 Zone Directors shall be elected at the annual meeting by
the members residing within the Zone.Each zone director shall each
reside within his/her respective zone. For this purpose, the
State shall be divided into 4 zones as follows:
NE, Zone 1
Lorain, Cuyahoga, Lake, Geauga, Ashtabula, Medina, Summit, Portage,
Trumbull, Mahoning, Ashland, Richland, Wayne, Stark,
Columbiana, Knox, Holmes, Coshocton, Tuscarawas, Harrison, Carroll,
Jefferson
SE, Zone 2
Union, Delaware, Licking,Muskingum, Guernsey, Belmont, Franklin,
Pickaway, Fairfield, Perry, Morgan, Noble, Monroe,
Hocking, Ross, Vinton, Athens, Washington, Pike, Jackson, Meigs,
Scioto, Gallia, Lawrence.
SW. Zone 3
Darke, Miami, Champaign, Preble, Montgomery, Clark, Greene, Madison,
Fayette, Butler, Warren, Clinton, Highland, Hamilton, Clermont, Brown,
Adams.
NW, Zone 4
Williams, Fulton, Lucas, Defiance, Henry, Wood, Sandusky, Erie,
Paulding, Putnam, Hancock, Seneca,Huron, Van Wert, Allen, Wyandot,
Crawford, Mercer, Auglaize, Hardin, Marion, Morrow, Shelby, Logan,
Ottawa.
ARTICLE IV
Vacancies
SECTION 1.
If the office of the President becomes vacant for any reason, the Vice
President shall assume the office of President, if the office of
Vice-President, Recording Secretary, or Treasurer becomes vacant for
any reason, the Board of Directors shall elect a successor by majority
vote of the entire Board, who shall hold office for the unexpired term.
SECTION 2.
A vacancy of a Zone Director shall be filled by a majority vote
of the entire Board. The new Zone Director shall be filled by a
person residing within that Zone.
ARTICLE V
Committees
SECTION 1.
It shall be the duty of the officer presiding at any regularly called
meeting of the Board of Directors to appoint such committees as may be
required by the Board of Directors from time to time to carry on the
business of this Association.
ARTICLE VI
Meeting of the Membership
SECTION 1.
The annual meeting of the members of the Association shall be held at
and during the Annual State Championship Shoot. The exact date,
time and place of such meeting shall be fixed by the Board of Directors
in advance, and shall be printed in the program of the Annual State
Championship Shoot and sent to each currently active member of the
Association.
SECTION 2.
Special meetings of the membership may be called by the President or
Secretary, or upon written request of any three (3) Directors, or any
fifteen (15) members, and shall be held after five (5) days written
notice to each member of the Association.
SECTION 3.
Any business of the Association may be transacted at a regular or
special membership meeting of the Association. A majority vote of
the members attending may act upon proposals presented at the meeting.
SECTION 4.
No proxy authorization shall be allowed at any meeting of the
membership.
ARTICLE VII
Duties of Officers
SECTION 1.
It shall be the duty of the President to preside at meetings of the
Board and of the Membership, to call special meetings of the Board at
his/her discretion, and he/she shall call such special meetings
whenever requested by any three (3) Board members. The President
shall discharge such other duties as are or may be imposed upon him/her
by the By-Laws of the Association.
SECTION 2.
It shall be the duty of the Vice-President to discharge all the duties
of and exercise all the powers of the President in his absence or
inability to serve.
SECTION 3.
It shall be the duty of the Recording Secretary to attend all meetings
of the Board of Directors and to keep the minutes of the proceedings,
keep files on OSSA business and secure files from previous
administrations, maintain records of interest to the organization and
the game of Skeet shooting, handle correspondence to and from the
OSSA Board, and make notification to all Board Members of all
OSSA meetings; to write to the National Skeet Shooting
Association requesting registered open or tournament shoot dates for
the clubs and return in writing to the club permission or rejection of
such dates.
SECTION 4.
It shall be the duty of the Treasurer to collect the Association
membership dues and other revenues due the Association from every
source and to deposit such receipts in the name of the Association in a
banking institution approved by the Board of Directors; to report
thereon at each regular meeting of the Board; to pay all bills for
which appropriations have been made or which have been approved by the
Board; to make a full activity report of the Associations fiscal year,
at the Annual Meeting of the Association; to maintain an updated
mailing list of all OSSA members (annual & life) & make
this mailing list available to member clubs. NOTE: There
will be a signature card made available to either the President or
Vice-President in order to pay bills or otherwise maintain the
Associations business if the Treasurer is unable to complete his/her
duties.
ARTICLE VIII
Dues and Financial Activities
SECTION 1.
The membership dues of this Association shall be established from time
to time by the Board of Directors. Memberships shall include
Annual, Life, Junior, or other types as approved by the Board of
Directors.
SECTION 2.
The financial fiscal year of this Association will coincide with the
National Skeet Shooting Association, but may be changed from time to
time by approval of a majority of the Board of Directors.
ARTICLE IX
Expulsion or Resignation
SECTION 1.
Any member may be expelled from the Association for good and sufficient
cause by a vote of two/thirds (2/3) of the entire Board of
Directors.
SECTION 2.
A member having been expelled by the Board of Directors may be
reinstated by a two-thirds vote of the entire Board of
Directors.
SECTION 3.
Upon expulsion or resignation from the Association, that former member
will be automatically dropped from any tournament then in progress and
will be barred from any scheduled matches until such time as that
member shall be fully reinstated to membership in the Association.
ARTICLE X
Annual State Championship Shoot
SECTION 1.
The location of the Annual State Championship Shoot shall be delegated
to the club chosen by the Board of Directors as soon as practicable
after the Annual Membership Meeting.
SECTION 2.
A Program Committee appointed by the President shall, in cooperation
with the Host Club, be in complete charge of the Shoot, subject,
however to the approval of the Board of Directors as to the committees
plans and program. The events, trophies, brassards, special
awards, and entry fees will be selected and established by this
committee which shall meet no later than ten (10) weeks prior to the
shoot each year for the purpose of this selection. Trophies must
be on hand at the Host Club and signed for and accepted by them at
least three (3) days prior to the opening date of the Annual State
Championship Shoot.
SECTION 3.
A participant in the Annual State Championship Shoot must be a bona
fide resident of the State of Ohio for a period of not less than three
(3) months before being eligible to compete for State Championship
honors or awards.
SECTION 4.
The cashier selected for the Annual State Championship Shoot shall be a
recognized, qualified shoot cashier. All referees must be
currently certified by the National Skeet Shooting Association.
SECTION 5.
The chief referee, the field referees and the cashier shall all be paid
out of shoot proceeds. Exception: Based on the ability of host
clubs to provide these services, as defined in the OSSA State Shoot
Agreement with the Host Club.
SECTION 6.
No trophy shall be emblematic of a State Championship unless said
trophy has been authorized and sanctioned by the Ohio State Skeet
Association.
SECTION 7.
The Association officers are authorized to select a date for the Annual
State Championship Shoot least likely to conflict with major
out-of-state shoot and to coincide with dates for nearby state
championship shoots, if possible.
SECTION 8.
To be eligible for the Ohio State Skeet Association Championship
events, bona fide Ohio competitors must qualify for Classification in
the same manner as required for the National Skeet Shooting Association
Championships. Since this may change from year to year, reference
is made to National Skeet Shooting Association Classification rules in
force at the time of the Annual State Championship Shoot is held.
SECTION 9.
A Classification Committee shall be appointed by the President who
shall be responsible for the Classification of all competitors entering
the Annual State Championship Shoot.
SECTION 10.

SECTION 11.
The Host Club awarded the Annual State Championship Shoot shall cover
the Ohio State Skeet Association by a rider in the Club’s existing
Public Liability and Property Damage policy acceptable to the OSSA in
an amount acceptable to the Board of Directors for which the OSSA
agrees to pay a reasonable fee based on current insurance rates.
Said rider or policy shall be delivered to the OSSA Recording
Secretary at least 30 days before the opening date of the Annual State
Championship Shoot. In the event the Host Club does not supply
the Association with the above requested policies for coverage in an
acceptable amount by the time stated above, the Association will
procure the necessary insurance at rates available and invoice the Host
Club.
ARTICLE XI
Amendments
SECTION 1.
All proposed alterations, additions or amendments to the Constitution
shall be submitted in writing at the Annual Membership Meeting. A
two-thirds (2/3) approving vote of the membership present shall be
required to adopt the alteration, addition or amendment.
SECTION 2.
The By-Laws of the Association may be amended by a two-thirds (2/3)
approving vote of the full membership of the Board of Directors.
Notification of proposed changes must be made in writing to all Board
members. Voting by Board members on proposed changes in By-Laws
will be made by mail ballot, or a Regular meeting of the Board of
Directors.
ARTICLE XII
Parliamentary Procedure
SECTION 1.
Robert’s Rules of Order will govern all proceedings at meetings of this
Association unless otherwise provided for in the Constitution and
By-Laws.
ARTICLE XIII
Registered Open or Tournament Shoots
SECTION 1.
Any skeet club or clubs may individually or collectively manage and
operate an open registered tournament for resident and/ or non-resident
shooters, provided that said tournament has been sanctioned by the Ohio
State Skeet Association.

SECTION 2.
No club shall schedule a registered shoot (other than a Registered Club
Shoot in which only members of the club participate), until notice and
approval of the date of holding same shall have been obtained from the
Association. Application for Registered Open or Tournament shoots
shall be made to the Recording Secretary at least 30 days before date
of shoot.
SECTION 3.
The Association shall sanction open shoots or tournaments only if
conducted under the rules of the National Skeet Shooting Association
and the Ohio State Skeet Association.
SECTION 4.
Resident shooters who participate in open registered tournaments
sanctioned by the OSSA but are not paid up members of the OSSA may have
their targets disqualified by a simple majority of the Board of
Directors of the OSSA. Any future registered targets shot in Ohio
may also be disqualified.
